TECORE & its CEO Mr. Jihad Salkini are being sued in a new fraudulent lawsuit in a Maryland Count in the US for failure to deliver WLL network in Iraq.TECORE is also known as TECORE Wireless Systems, TECORE Networks, and TWS and its CEO Mr. Jihad Salkini are being implicated in new fraudulent lawsuit being tried in the second half of 2009 at Howard County Circuit court, Maryland, USA for failure to deliver a CDMA WLL network in Iraq. Mr. Jihad Salkini and his company TECORE are implicated by many charges and one of these charges is the selling of CDMA equipment prior to obtaining proper CDMA license from Qualcomm. The new accusations, which are supported by TECORE press releases, allege that TECORE fraudulently sold CDMA equipment to Moutiny Ltd, on April 15th 2006 (please refer to TECORE’s press release from 9/11/06 which alleged a successful deployment of a CDMA network in Iraq (1)), while TECORE did not obtain a license from QUALCOM to build CDMA equipment until November 21st 2006 (please refer to TECORE’s press release from 11/21/06 (2)). TECORE also claims to have deployed the network in September 2006 (please refer to TECORE’s press release from 9/11/06 (3)). The lawsuit filed against TECORE and its CEO Mr. Jihad Salkini alleges that TECORE was never capable of commissioning its CDMA network after a year and a half long installation period, therefore, causing huge financial damages to Moutiny who invested a great deal in this project.

The damages are estimated to be over $50,000,000 from TECORE for its inability to deploy commercially suitable CDMA equipment in Iraq.
Moutiny Ltd filed a lawsuit against TECORE & its CEO Mr. Jihad Salkini at the same court for many charges some of which are:

1. Fraud and intentional misrepresentation,
2. Providing false capabilities about TECORE equipment,
3. Refusing to accept the return of malfunctioning equipment,
4. Refusing to ship equipment purchased,
5. Overcharging for equipment purchased by TECORE from other venders,
6. Charging restocking fees for over 100% on equipment that was not even shipped,
7. Withholding technical support unless TECORE receives signature on “Acceptance Testing” on both nonfunctioning and unshipped equipment,
8. Selling CDMA equipment before obtaining proper licensing form QUALCOMM.
9. Selling defective equipment,
10. Unable to install its equipment and provide meaningful technical support,

The record also shows that lawsuits were also filed against TECORE and it CEO Mr. Jihad Salkini in Iraq and Kuwait for similar charges but with different companies. Trade Links, mother company of Kalimat, another CDMA WLL operator in Iraq filed lawsuits against the same defendants in Iraq, Kuwait and the US.

Despite TECORE lost its privilege to operate in Iraq and is listed on many blacklists, one of which is Iraq Telecom Association (Iraqi Telecom Association (ITA) (http://www.iraqita.net)), Mr. Jihad Salkini and his company TECORE, a Syrian citizen, is attempting to deploy a wireless telephone network in Kirkuk using a WLL license (issued and cancelled by the Ministry of Communications in Iraq). This WLL license belongs to Shali For Communications (SFC) company. SFC is a company closely tied to TECORE and its CEO Mr. Jihad Salkini who took control of SFC from an Iraqi owner Dr. Saman Shali, who lost control of his company to Mr. Salkini.

For security reasons, Iraqi law requires that all shareholders of telecommunications companies in Iraq obtain clearance from the Ministry of Interior in Baghdad; however, Mr. Salkini managed to bypass this clearance using twisted and loop holes in the Iraqi law.
